Just think about it logically
>murderers, molesters and etc
>if there is no evidence of their acts then there's no reason to hate at them
>if there is evidence then they quickly get arrested, jailed and soon forgotten
It's all about exposure and extend. After becoming targeted these types can just keep going and increasing the hate. If it's something illegal then law enforcement barges in and thus exposure and extended are shut down.
