Governments hate Monero so cashing out large amounts directly isn't going to be feasible in future unless you go for the underground cash-by-mail solution. You can try to atomically swap for govt-approved snitchcoins like BTC but in that case you run the risk of getting saddled with radioactive coins that will be seized the second they touch any regulated platform.

So your best bet is either use a reputable swap service that sources coins directly from regulated exchanges (Trocador) or spend XMR on easily flipped goods like narcotics, bullion or consumer electronics and then sell for cash.
