NG units should have unique (and comfortably fabulous) outfits that represent their state. This would enhance local pride, unit cohesion and make for more interesting photography when the Arizona NG run around in legion outfits to serve their red Caesar.

Would it undermined combat effectiveness? Yes. But not everything in the military has to make sense and it would probably help to stand out a little more in natural disasters.
