Gaza had an airport, no blockade and some Israeli settlements and it was ruled by the same gov as West Bank (Fatah) as a Palestinian state. it was solved 1993 - 2006. All you're asking is for them to do it again but that means getting rid of Hamas, both Israel and Hamas have rejected that happening again.
