In my experience the Pals lighting things go into 'work in place' mode faster than any other.
Make sure to give the stairs a wide berth, including the ceiling. It should be at least two units up, but even then there's still going to be the awkward distance lighting. This pic is from my base in previous patch and it's pretty high up The pals will take the long path to build, but the fire ones just don't want to do it for lighting things.
It might be done this way so they can actually light things when it becomes dark out instead of taking 5 minutes to do it at which point night is halfway over or however long it is.
