Why is the school setting so ubiquitous in japanese games?

I don't understand why japanese women rest their bare bum on the train seats.
I wouldn't want my skin touching the seat like that all the time.

Japan eats a LOT of sugar processed sweets and snacks, why are the obesity rates so low there?
