You don't buy a gaming PC for it to be utilitarian. Also, you've got the issue of having to replace Windows OS later down the line, plus it being a spy machine with all the telemetry inside it now. Steam OS is the only solution, and as far as I'm aware it has a limited pool of games. Until that's sorted out, people will just stick with consoles.
