Going on the descriptions, Teacher seems to be:
Brute 7, Thinker 1, and Trump 8 or 9? The enhancements can get strong enough that the average non-PC parahuman would likely fail to 1v1 and unlike regular kingmaker, her power doesn't have a target number limitation so she's potentially mass printing brutes under the right conditions. Feels too high, but it would explain why she got pushed into a leadership position.

Also I might be underestimating the threat level of PRT squads and average parahumans. It's hard to give a rating when I don't really understand the metric being used.
