Morrowind had a hard development schedule and still managed to get most of it right. It's sad we don't get boats, or banks where you can put money in or out, and Todd wrote the Legion questline which is the worst in the entire game, but mostly, Morrowind tried its best. And succeeded.
Again, from a (at that time) dying company, full of jank, a game where you play a whatever hero in the fucking middle of nowhere, full of weird quests and nintendo hard, it's no surprise that it is as loved as it is now.
Yes, it got many issues. It's a miracle it worked as well as it did. Todd wrote the Legion questline. But yes, it is, ultimately, a flawed masterpiece.
