I believe it, as Nintendo also can't revoke permanent game bans, know this first hand as I got banned permanently from splatoon 2 after being mass reported for squid bagging and it happened to be someone semi-popular on twitch. Tried to dispute the ban, they legit said that permanent bans are final and cannot be revoked by anyone at support or even the devs. As no one has access to the ban tables since all their game servers are ran on old esoteric mysql tables and unbanning someone would be logging into the mysql database and revoking the table. Fucking stupid.
