He probably means as "there are likelly millions of people in teyvat, but people the player met all around the world all seem to eventually meet and become friends with each other, like a weird private group of super powered people". I try not to think too much, because it kinda makes them seem racist since everyone with super power form an exclusive club and they are always seen interacting only with each other besides a small number of npcs they already knew from the start or that is relevant once and never seen anymore.
