for 99% of the game chara is just along for the ride. Chara only possesses Frisk in the end because Chara learned from Frisk's example that the correct way to be a good person is to kill everyone you meet without mercy and is looking forward to doing that together for eternity, only for you to make Frisk suddenly back out and reject Chara for no reason.
If you never do a genocide route, Chara never learns this, and stays just a backseat narrator in Frisk's thoughts
