Spend three F9 flights launching a lunar orbiter, lander, and return vehicle (all Dragon derived for speed and cost) with the original handmade Apollo heat shield filled by Mexican labor instead of qualified scientists. Mostly automate the flight and only recruit non astronauts that publicly don't mind dying for the attempt. Elon would do this if he actually liked space.
