I think maybe they were trying to go with a Terra theme somehow, maybe, I dunno. It doesn't really look like Terra to me but the soul exchange in Solution 9 did remind me of the Genomes and how they were waiting for the souls from Gaia before they became whole vessels.
Maybe because it's done lazily or they tried to put their own spin on it, it didn't work. But the regulators in FF14 was a really bad idea from a lore perspective.
