Limit fuel flow to one litre per second and use electronic sensors that only allow fuel to flow while the pump is fully inserted and there's no reason why you couldn't have refueling today.

Adjust the rate at which refueling can be done so that only half of cars are predicted to make fuel stops and you have a tool which will make races more interesting.
In fact i think during your average race, a quarter of cars should:
1) Make no stops
2) Make one stop
3) Make two stops
4) Make three stops
When there's an obvious meta as to the preferable strategy every team will come to the same conclusion, but if you make the advantages and disadvantages so balanced that the optimal option is on an knife edge, the strategy aspect of a race is made relevant and interesting. But just as important as making that initial assessment as to the balancing of advantage and disadvantage, (which will also obviously have to be attuned for each individual race) is making constant appraisals and fresh balancing 4 to 5 times per year, in order to make sure we get that 25 percent division between outcomes that we set as a target.
