An "oligarch" is part of the ruling in-class. Elite is a better term in the US since we don't have a distinct cabal of a few super rich individuals like Russia but rather this mass of well to do elite people in various levels of ownership, administration, bureaucracy, an army of elites. Other super rich men have tried to "buy" the Presidency in the past and failed miserably, like Bloomberg (who puts Trump's NW to shame). These elites despise every bit of Trump's platform, which is nationalistic and working class coded.
Were Trump a true elite, he wouldn't be resisted by his own party establishment, conspired against, jailed, shot, etc. He is rich, but he isn't "in", because he went rogue against their shared platform and values, which are globalist, cosmopolitan, statist.
