It's not failed yet, as in the very basic infrastructure works most of the time, but the state itself is self-paralysed by legal frameworks which prevent it from doing the most basic things.
e.g. this post >>63866761 mentions bankrupt city councils, this is because 1) councils have a lot of mandatory commitments placed on them by central government, which they can't reduce. This includes things like ferrying special educational needs children in taxis, and adult social care, which have ballooned costs; and 2) equality legislation which mandates equal pay between things like rubbish collectors and dinner ladies, with back pay - court cases that are literally costing some councils billions. The current government is extending this legislation to cover disparities in race.
This doesn't even start on how the judiciary, ECHR and government legislation has handcuffed basic law enforcement. There's no appetite for fixing any of this, which is why we're going to get Reform next election which will be a shit show in all likelihood. I'm still voting for them though.
