Toriyama was talented but lazy, and that actually played to his advantage in Dragon Ball. He absolutely could have overrendered the shit out of everything, like most shonen manga artists at the time did, but he didn't.
Early on in Dr. Slump, back when he had something to prove, Toriyama liked flexing his artistic chops in all kinds of ways - rendering random funny things in great detail, using tons of screentones (something never once used in Dragon Ball), having complex backgrounds, etc. But by the time he started DB, he had learned to simplify everything. That's why DB looks so clean.
