No, the Tokarev definitely uses the design of the M1903 and the action of the M1911 with a few simplifications so it can be mass produced easier.
They're definitely related. Its not as simple as just being a scaled up M1903 or a simpler uglier M1911; but its based off both their designs. The frame is basically a M1903 scaled up while the action uses a tilting barrel like a M1911 as opposed to the M1903's direct blowback.
