Good point but if it was a boast I would think it would be BOUNDLESS Nappa or universal Frieza. Solar system seems pretty tame, but then again powerscaling brainrot might have caught up to me. Also Cell does say he has enough Ki to destroy the Solar system and he knows what it is so I would think he would know what he's capable of. It's alot more specific compared to earlier examples like boundless nappa but it could be a boast like you said, but it's a realistic one.
