Why is Russia wasting hundreds of drones and dozens of missiles every week on striking random apartment building and other civilian structures instead of saving them for the front lines or on strategic assets like power plants and factories? It's not like they have infinite amount of missiles. They must also know that this terror attacks have no chance of making Ukraine give up. So why?
