At least they broadcast it over comms so it pulls double duty as entertainment for the legion and psychological warfare for the enemy. It's not like they're harming each other, just random civvies. Besides, Kurze hated his legion for it, but he couldn't/wasn't willing to change. But he never thought it was a great thing either.
