A hat set is a set where characters we know from other MtG planes go to a new plane that is themed entirely around something in movies or pop culture, and rather than creating new characters or writing compelling lore for how existing characters have become involved in this plane and its customs, characters mostly (and often quite literally) put on a hat as a hollow nod to the theme.

Queen Marchesa putting on a cowboy hat and joining a bunch of outlaws for a heist? Hat set.
Leader of the fucking Dimir guild becoming putting on a fedora and becoming a detective? Hat set.

I would add that hat sets will often add magical elements to something that is not typically magical, and that's often a redflag
