Yeah, because that's the joke. The random generic monsters are being treated like actual characters with lives and feelings. That's the entire shtick of the game, so if you go out of your way to grind which you don't need to do in 80% of decent RPGs past the second year of the SNES then the game treats it as though there's a little freak going around and hunting down and slaughtering people, because that's what you're doing.

That doesn't mean Undertale is calling YOU evil for that. You're still a person sitting at a computer playing a game. You're an evil character in-universe, but Undertale does not make any attempt to call YOU out for being evil or weird unless you go out of your way to complete ALL of Genocide and then try and bitch out at the very last possible second, because why the fuck would you go through all that trouble if you weren't enjoying it?
Toby didn't make Genocide with the intent to have nobody play it. The two major bossfights in that route are clearing intended to be fun, but if you're not having fun, the game tells you to go play the other route, because games are supposed to be fun.

If you want to see an ACTUAL pretentious artsy-fartsy example of this, look no further than Toby's initial inspiration for the idea: MOON Remix RPG Adventure on the PS1 (recently rereleased on Switch/Steam). That game genuinely makes no attempt to comment on a player's relationship with games or how we play them, and it's what people like you THINK Undertale is; just a long spiel about how RPG players are losers and freaks and should go outside, with a really good soundtrack.
