The server isn't going to go live any time soon. Ulmtr encrypted the server key as a failsafe in order to guarantee payment for his work.

Kaytotes isn's necessarily refusing to pay him but hasn't responded to his messages in two days.

Apparently they made some agreement earlier. Kaytotes owes him $2000.
