I'm at 200 recruitment points since I got Rio and Hanako randomly, do I spark Neru or one of the other 3* girls that have a banner right now?

Can you tell me anything about some of the girls I got? It's a bit overwhelming to see my 3* roster triple and I know nothing about any of them.
