Yes it is, with the way the IRS does withholding. When you break the minimum if a bracket by a penny, they then withhold the new tax bracket rate.
Pic related is the brackets, if you made $191,950 you would owe $46,068, but if you make 191,951 you would owe 61,424.
The really bad thing is the jumps in tax bracket will happen at most jobs with time and half over time regularly.
