I lived in US from 1995 to 2011 (Oregon at first, then also later Connecticut for the period of time while I was wasting 4 years of my life "studying" at Yale), so I definitely know out of my own firsthand experience of "dealing with" HOAOA's fascists and Russia's HOA in comparison.
This was, reportedly, a HOA-operated apartment building. And, secondly, the clogged space was the corridor leading to the stairs, fire exit, and/or elevator, which is "common space" and MUST be always clean and easily accessible BY LAW. These are SAFETY rules that are nearly the same for all developed countries. You DON'T do this crap. And if you try to fuck around, you WILL be "finding out" very fast. We, for one, do NOT tolerate such shit.
