It is absolutely improper to preach that any specific individual is surely damned. That is why the Roman church proclaims saints, but does not assuredly proclaim the damned. We can't know. Cain, Judas, Nero, Stalin, any one of them could have truly repented without anyone knowing but God. Any one of them could have been saved by extraordinary means as well, or could yet be. The Bible teaches us how to be saved and how to be damned, and human observation makes it look like an awful lot of people are following the path we are told leads to Hell. But God is the judge.
