Yeah... they never 100% recovered from the 4chan hack, I think we lost some genners and there's definitely less requests now than there used to be. Also less curious anons looking to get into the hobby. I don't think that's exclusive to us, though, feels like /jp/ as a whole became slower ever since.

Nope. Nuh-uh. You're never getting my fetishes out of me, and mine aren't even THAT degenerate compared to most of the stuff the people here are probably into.

Much to my own surprise, there's a few more.

I echo what this >>49802276 anon says, part of the appeal of Rika to me is the absurdity of her entire character, using a tank in a game based on pre-20th century fantasy Japan immediately makes her stand out, and it's the same thing with her clothing (even if, as you said, half her outfit is fanon), I think it's easy to dismiss her design because she looks normal to us, but very unique when compared to the rest of Gensokyo, even if that whole contemporary look wasn't exclusive to her given that a game later we got Rikako and Chiyuri. I can also relate with the part about technology and engineering, and can definitely agree with the cute part. The uniqueness of her stage 1 outfit is part of why I way prefer it to her EX outfit, which I actually used to just dislike, but it's grown on me.

I wanted to add to what anon has said about Rika, though, because part of why I like her so much is that, to me, she's the definition of punching above your own weight. She's just a stage 1 boss, and a human on top of it all, but she managed to create a bakebake army, several goddamn TANKS and even went on to reappear as an extra stage boss. She has a feisty, confrontational personality and seems to have the villain cliché of underestimating the heroine while overestimating herself and her creations, which I've always found to be kind of cute when applied to certain characters. She radiates energy and the way she does it is extremely contageous, makes me feel like switching sides and taking the fight to the Hakurei myself. Also her being smart is hot.

Design-wise, well... there isn't that much to go off of, but as I touched on before, what we do see is cute and unique. I have a thing for brunettes AND braids, so she kind of has an unfair advantage when it comes to that. And despite being fanon, the theorized off-screen part of her outfit is very cute, and somewhat hot with the shorts which I also have a thing for.
All in all, she's just very cute, but in a realistic way. It's a level of modest cuteness that feels achievable. Girl next door type of cute.

>more fanart of Rika in her cape from her small sprite
Me too, even if I can just gen it myself (and, speaking of which, I'm surprised I haven't until now). I wish we could see more fanart of Rika in general... but we exaust this topic everytime we bring up the more unpopular 98hus.
>You guys think ZUN ended up reusing her character design
Yes! That was actually my first thought when I saw that Rika sprite.
