It's less that it "doesn't block it" more that it was kernel mode and never ran at all, but since the crowdstrike kernel mode anti-virus world wide BSoD loop incident nexon switched it to usermode and suddenly it just worked.
As for deleting your character, if you just pressed the button to enable deletion in a week you can cancel it still and unbrick your account, if you deleted it proper after the week delay already it'll probably let you use the name again after maint on thursday, KR is adding race rebirths and unifying racial stats in a future update anyway so it's less important but yes human is the best right now.
