According to what I have been reading worstkoreans don't want to send it because they sincerely believe Kim won't really do shit but just in case don't provoke him, and they don't want to take any risk, even less so after Orangie started threatening all of the westen alliance to pull out support, worstkoreans feel they shouldn't waste money on international adventures (yeah, stupid as selling weapons would actually boost their economy, but that's gooks for you) finally it appears ukkies were too cozy with nips, particularly due some unfortunate remarks, about Korea/Japan during WW2.
TL;DR: gooks from the Seoul oblast are actually truly demoralized on this one and ukkies fumbling the charisma throws.
