I think it's more that people commenting on Jump+ really didn't like Hemlock after his second chapter, even if they were also suspicious of him secretly liking Yor after all. So he pivoted to immediately setting up a possible coupling with Millie to redeem him since that's his go-to for salvaging characters.
He did make some really odd comments directed specifically towards her that don't line up with the explanations given: he was looking out for Gympie somehow by fighting Yor; Yor's fake marriage visibly irritates him but he also throws in her friend groups and family with caveats for Yuri; McMahon was exempt from his ire despite having a real marriage. I still think it all only makes sense if he's bitter that he's not the one in a relationship with Yor, over the convoluted explanation that he thinks she's grown weak for perceived attachment to her cover when he used to admire her for having true strength like him because of isolation (except Yuri doesn't count).
