To the anon who raised the window question:
I was interested to know myself if it was an oversight or an intentional choice. I looked through some of the literature and came up empty as far as a clearly worded answer.
The Aria Official Navigation Guide has this page:

showing the palace, but no word on the windows specifically.
Monthly Undine vol2 has this page:

with palace illustrated showing windows at the same level.
I also looked through some of the BD booklets and the Natural BD booklet shows the palace with the windows all lined up as well.
There's mention of the square in picrel here (top left):

but not the windows.
I can't recall it being mentioned in the anime or manga either but I would probably forget it.
I can't imagine it being an oversight. I'd like to think that the builders in Neo-Venezia decided to build it that way for some reason.
