Lolo is Lolo no matter how you twist her
but a more assertive and edgy Lolo doesn't go amiss

I genuinely really want to, but it's such an undertaking to not only do, but to do justice. Even if fans are desperate enough to accept everything, the nature of any fangame tyring to be a sequel or spinoff of any kind comes with the expectation that Klonoa's set across both main games to tear at your heart at the end, and the very nature of a game being made by fans has an immediate eye of scrutiny set upon it.
Even if other people would just be happy there's more Klonoa to consume, if I were making it, I don't think I'd ever be satisfied with whatever I put out. Klonoa's just too special to me to not give it the greatest love letter to the series as possible, and something like that would take so long that they might genuinely make a sequel in that time, which would kill my interest in doing it regardless of if said sequel is actually good.
I'd happily play someone else's fangame though if they had the capacity to compromise into something more reasonable. I can criticize myself, but I can't ever be truly scrutinous of someone else's passion. I could take that lesson for myself, but I care more about finding my own satisfaction in what I make. Making someone else happy is just a bonus.
