I'm less sure about Instance One, because Rover found Tethys. Was Rover created or could he be the creator with a team of scientist in a prior reincarnation? Not enough info yet.
If the Fractsidus girl ends up making the cut in the game, I can see her being Instance One, Plan 3 messing up with causality and reality explaining the bonkers powers of the Fractsidus. But that's a wild theory on my part.

Shorekeeper is the second instance for spatial control. The first instance is related to time control which suggest Rover but was never confirmed or denied. Given that Rover found Tethys and Shokie and build the Black Shores organization afterward, I'm not even sure if the code thing isn't just Rover admin privileges.
