not full on hill but a about 2m high and 2 wide dirt elevation. I got the idea when I saw them on a median strip in belgium.

it's a composite barrier the plants stops people from climbing over the elevation and the elevation prevents people from just driving or forcing their way tough. Anyone that thinks they can just drive or force their way tough will also be in for a nasty surprise as bushes would hide the dirt elevation.
The elevation helps the bushes stay well watered so they are harder to burn.
you can't just cut your way trough, anyone trying to do so would silhouette themselves trying to cut the inside of the elevation.
it's also zero maintenance and cheap to put up
if you have to deal with planning permissions or the like it's also very likely to get approved since it will just be seen as a green feature
