Ah, that has an explanation. The skeb event. Whilst most people remember it for the time loop event scenes, skills cut ins were also a possibility, this is how we got Luka's Heroism skill cut in by Shiki, Monster Fruit's Priestess cut in and El singing cut it. Also a Magical girl cut in by Stealth for Alma.
So TrTr didn't commission something so random. Some rando did.
