I feel like Toby wasn't really confident on what or whom Chara is really supposed to be. On one hand they're very much a tangible character with a concrete backstory (Asriel's asshole adopted human brother), but at the same time they're simultaneously supposed to be an abstract concept representing the player's drive for completion, right down to them having the same name as whatever the player normally names their JRPG protagonists. I think it would've been better to split those concepts into two separate characters because it feels too messy and nonsensical as is.
