Something bad happened that's ice-related and involved the pipes, maybe as a result of something that happened when Kris was exploring the Shelter.
It's not literally ICE-E but the heads are a stand in for whatever it was.
As a child Kris thought that something was going to come up through the pipes and kill him, hence the dropping the bath bomb down the toilet and causing another family argument that Tenna starts chanelling as he goes a little crazy.

Notably, Noelle also has some weird thing around ice and snow, before Snowgrave even as she sometimes just opens one of Sans's freezers and starts staring off into space.

Personally, I think most people are being overly sensitive, get upset because they feel attacked by the ending, and hate any form of opposition from the story. I literally adressed this in my first post replying to you, because I knew you would use these exact arguments. Chara doesn't skip Monster Kid's speech despite being the one responsible for it ("In My Way"). Yet, you wouldn't say Chara forgot about Undying because of this.

There is a part of me that finds it cringey, because people fight stuff in games instead of fighting stuff in real life. Violence is so common to games, it's obvious we all have a desire to let out stress and feelings of incompetency through our most basic and direct tool: our fists. You can run away from it all you like, but the fact we do it so much in games shows that we understand there's a moral dilemma in trying to replicate it in real life. We don't actually want to go around killing everything, so we put those desires aside, that's part of being a civilized human being. In return, we reward ourselves a little and find other mediums to channel that energy into instead. There's really nothing wrong with that. But then a game developer comes running up to you like, "OH MY GOD, ARE YOU ACTUALLY GOING TO KILL THOSE PIXELS OF FAKE PEOPLE THAT WERE DESIGNED TO BE KILLED?" It comes across as pretentious Jewish shit.

But on the other hand, this is an RPG. VRPGs can get so abstract it's hard to call them RPGs at all. In a real RPG (a TTRPG), you can't just go around killing everything, because the characters don't need to be programmed for every little event, the GM is right there to provide real-time reactions. And in reality, no one would just brush off a band of marauding psychopaths slaughtering people, or even animals if they do it enough. So in that way, Undertale is just being an RPG. A real RPG, which most VRPGs fail to be. Obviously the monsters aren't going to be happy that you killed their kind and there's going to be consequences. If you cared about the characters enough that you'd want to see this big happy ending for them, you wouldn't have killed any, right?

And where is this explicitly stated to be talking to Frisk? Where is Frisk when Chara says this? Why does Chara attack the game window specifically? The entirety of genocide has been showing Frisk not acting themself, dialogue has shown Chara's voice bleeding into what would be Frisk's narration, explicitly showing they're taking over Frisk. At the end of a post-Genocide True Pacifist run, it also explicitly shows Chara was controlling Frisk all along.

Who then, when there is nobody left, and the game's been killed, and you wait in the void, is Chara referring to? So far the evidence shows that Chara just has more patience than Frisk.

Also, when Chara explicitly says their Determination wasn't theirs, but "YOURS" why would the save files show the name the player input and not Frisk's? When Flowey gains more Determination, his name is tied to his save file despite the SOULs not being his, so why would this not happen to explicitly named Frisk even after True Pacifist reveals this to be their name?
