Spite is one thing, malice is another. I'd definitely say the arm was out for malice, in parts at the very least. CDS Suika might've been deceptive with how she lead around Miyoi, but that's not really the same as the revel in bloodlust that the arm was on. That's pretty much the distinction to me. The arm was like Broly in DBZ, while Suika is definitely more calculated in what she considered. I'd even say that full oni Kasen as we see her in the manga isn't the "true" oni Kasen, it was a back-and-forth between hermit and arm Kasen for who gets to control the body. Eventually to succeed with the sealing, she lets the arm get full reign so she'll attack Reimu until she's defeats herself.
Also, since I read the manga not long ago, I recall Kasen mentioning that part of her hermit training was to recollect her life up until that point when she was speaking to Komachi. In that sense, it makes a whole lot more sense why she's searching for her arm throughout the whole manga. I can't recall the page right now, but that kind of detail puts things in a clearer perspective.
