So, my view is that Astaroth is (one of) the goddess's chthonic forms. When the gods descend to the underworld, they take a more wrathful demeanor, to help control the spirits of the dead.
Anyway being a chthonic from is why probably she accepts blood as an offering, and why she can really get shit done in the real world. Meanwhile celestial forms (i.e. Aphrodite Ourania, Ishtar) are slower and the ancients definitely considered blood to be ritually impure.
Imo chthonic forms are good for magic and celestial forms are what you'd usually worship
