If you're interested in working with the Queen of Heaven, the best things you can do are to start meditating, making offerings, and maybe banishing. Preferably do all three daily, or at least a few times a week. This will get her attention and improve your ability to communicate with her, as well as generally train your occult abilities.

As for your final question, it's both. One cannot have a detached analytical perspective with her, even if one wants too. Assuming you have read everything the OP has to offer on Inanna specifically, I recommend Hebrew Goddess, specifically Chapter II on Astarte-Anath, bear in mind it's from 1967 so it does contain some outdated information, but it's a great resource.

For me, it's the Sun and the Moon as the two ruling deities, and it's flipped from normal convention: The Sun is the Feminine aspect, the homestead, and the giver of light and warmth. Ishtar, while being identified with lunar symbology, has a rather high solar presence due to her being the Queen of Heaven. While Shamash is the solar deity of Mesopotamia, Ishtar takes on that role far better for me. That's the neat thing: everyone has their own relationship with Inanna. There's no one 'correct' way to worship her. Some work with Astaroth in Goetia, others follow a revivalist method, others design their own rituals and offerings to her. A lot of us have multiple gods that we follow.

Personally I think it's a bad idea to go around making enemies of these powerful spirits that include the likes of Baal and Astarte just for starters. I've heard of people practicing Lon's method before, and often the spirits will take what they are owed even if you just bully them into doing stuff for you. And when they take what they are owed it might be something you wouldn't be willing to give in the first place

Anyway being a chthonic from is why probably she accepts blood as an offering, and why she can really get shit done in the real world. Meanwhile celestial forms (i.e. Aphrodite Ourania, Ishtar) are slower and the ancients definitely considered blood to be ritually impure.

But the thing that is weird is the whole form business. It's the same entity, it knows what goes on from each end right? Celestial deities were prayed to with outstretched arms looking upward, and their offerings burnt and allowed to float into the sky. So yes I would say this division is relatively universal for the ancients, and I wouldn't undo those developments without serious consideration. But then again, there is precedent for this kind of holistic reintegration in Serapis...

In general I'm disfavorable towards treating the spirits so harshly. If one doesn't want to work with the magician, I favor ending the contract on as good terms as possible rather than castigating the spirit.
You should also consider that lottery magic is particularly difficult. She might be able to fulfill the rest of your contract, but the spirits aren't omnipotent. They can't usually stretch causality as far as winning something as rare as a major lottery payout. If you do the contact you've written here, I would remove that aspect from the initial contract. Then, if you have time and Astaroth isn't too antsy to leave (appearing to us is said to be uncomfortable for the spirits), you could make a separate contract where if you win the lottery she gets valuable offerings. If not just call her back up later with your existing pact and do the same thing. This way if she fulfills the rest of your desires and is otherwise a good business partner, you don't feel compelled to castigate her for doing her best and failing.

I don't know much about Ishtar but I do see a similarities to the Devi of Shaktism, which as I said in the thread left a "beyond this world" impression of me.
If anyone here knows both or understands what I'm saying, I'd be thankful for some help and guidance on how to start.

Yes I agree there are many similarities. In Shaktism, all individual Devi are manifestation of the Goddess in general, and the Goddess is the Absolute, the ultimate reality, the beginning and the end, which I don't think is the case for the cult of Inanna unless it was in it's esoteric, occult components, but there are certainly similarities between her and Durga even just at first glance. Admittedly I'm very ignorant about Inanna which is why I came here.
