If you're interested in working with the Queen of Heaven, the best things you can do are to start meditating, making offerings, and maybe banishing. Preferably do all three daily, or at least a few times a week. This will get her attention and improve your ability to communicate with her, as well as generally train your occult abilities.

As for your final question, it's both. One cannot have a detached analytical perspective with her, even if one wants too. Assuming you have read everything the OP has to offer on Inanna specifically, I recommend Hebrew Goddess, specifically Chapter II on Astarte-Anath, bear in mind it's from 1967 so it does contain some outdated information, but it's a great resource.

It seems somewhat unlikely to me that doing things holistically as you're discussing is possible or even desirable. It's my understanding that the ancients considered the gods to have different forms for good reason, and these forms would be worshipped in different ways. Celestial deities were prayed to with outstretched arms looking upward, and their offerings burnt and allowed to float into the sky. Meanwhile chthonic deities would be prayed to facing downward talking to the dirt, and their offerings buried.
So yes I would say this division is relatively universal for the ancients, and I wouldn't undo those developments without serious consideration. But then again, there is precedent for this kind of holistic reintegration in Serapis...

In Shaktism, all individual Devi are manifestation of the Goddess in general, and the Goddess is the Absolute, the ultimate reality, the beginning and the end, which I don't think is the case for the cult of Inanna unless it was in it's esoteric, occult components, but there are certainly similarities between her and Durga even just at first glance. Admittedly I'm very ignorant about Inanna which is why I came here.
