as for a "whittling kit", you really only need one of the mora carving knives. from thereon you may notice that it's hard to carve hollow things, and then you can take your workpiece to a tool store (or maybe an art shop, but usually carving tools are at small tool stores) and look at the specialty carving tools.
picrel is the ones I have, they're enough to make tobacco pipes (minus drilling the stem).
