It is an API (not just an XInput wrapper like most people believe) and some devs choose to use it over SDL etc, which leads to these games not reading any controllers at all if you disable Steam Input. E.g. Tales of Arise is one such game, and that's why there are no non-Steam versions of the game.
Granted, these are edge cases, but Kaldaien is a giga-autist (I think he's almost 50 now and severely autistic) got so mad over this random shit he kept sperging about it in the activity feed (I was friends with him) and then finally nuked his acc about 2 months ago.

This dev is a 4chan anon actually, I remember him posting a thread on /vrpg/, and that's where I learned about this game and added it to my library, hoping to play it later once it was finished. Guess I should remove it now. It's a shame so many anons are mentally unstable.
