I'm not saying you're wrong really but it's more like a "broken clock is right twice a day" kind of thing. There are a bunch of reasons that it can't maintain a general today, chief being that it's just fucking old, 16(?) years old. Almost no games from the time this game came out still have active generals outside of the titans and I genuinely think even if it didn't have some of the egregious monetization systems it does it still wouldn't be a popular game at this point. It doesn't look good by today's standards, it's running on an ancient version of source that runs like abslute garbage and is megagimped by multi-core CPUs, and ultimately the combat is great but it's not really a system that lends itself to engaging party play and group content and never really has.
The dress up is good but it's bogged down by exorbitantly expensive gacha mechanics and honestly the all-curves system makes everything a lot less customizable than it used to be if you want a huge rack. We already saw how upgraded the coomerism could be in defying fate.
The game is just well past its prime at this point. It maintained generals for years but all MMOs die off in the west eventually unless they're WoW or Runescape, and that's especially true for all of these Korean action mmos (not aided by the extensive jewing)
