If DT came after Stormblood the game would have fizzled out and died. The biggest complaint about Stormblood was the Main Scenario Quest. The build up to Shadowbringers is what helped to redeem the expansion in the end. If you took that out, you actually take out some of the biggest high points in Stormblood.
