North Korea engages in similar insecure behaviour.
They parade around showing off to the world their nuclear arsenal, not because they are so strong, but because they are afraid, they are trying to scare others away.
Countries that already have strong nuclear arsenals don't do this, they don't boast of their strength, because everyone already knows it.

The nazis were clearly very far behind on the nuclear arms race, but had they been more clued in on it, I have no doubt that they would have let everybody know as loudly as possible, for fear of being nuked themselves
