If they really wanted to I know GBF every year does this valentines/white days tradition where you can "send a character or summon a valentine" and they return a thank you letter with a picture of them. It also helps its basically like the majority of their characters plus some dead ones and some NPCs that only made one appearance.
Imagine if PM did something similar because there's a lot of people that like minor characters for PM.
