Shin and Mang use feelings and trauma as their catalyst because it's the one thing the Head can't use. Their arbiters and claws are essentially non-humans and don't have the suffering that citizens of the City go through. Only humans that have suffered in the city can use Shin and that's the secret weapon that'll destroy the head. The light that carmen and ayin wanted to give, originally, EGO Manifestation, was supposed to be the weapon to take down the head and free humanity from the City
